Implement system `rjgc-ara-arab-latn-1996` (Arabic Royal Jordanian Geographic Center 1996 System #155

This issue is to implement the transliteration system of rjgc-ara-arab-latn-1996.

This system is referred in the GeoNames database as ara_Arab2Latn_RJGC_1996, with the system title 'Arabic Royal Jordanian Geographic Center 1996 System'.

Tests should rely on the data extracted for the ara_Arab2Latn_RJGC_1996 system in https://github.com/riboseinc/geonames-transliteration-data .
