This issue is to implement the transliteration system of ign-ara-arab-latn-1973.

This system is referred in the GeoNames database as ara_Arab2Latn_IGN_1973, with the system title 'Institut Geographique Nationale Arabic System (1973)'.

Tests should rely on the data extracted for the ara_Arab2Latn_IGN_1973 system in https://github.com/riboseinc/geonames-transliteration-data .
