OGC 11-122r1 / GeoNames has the code dzo_Tibt2Latn_GBT_1994 assigned as "Dzongkha Government of Bhutan 1994 System", but the Government of Bhutan did not seem to produce a Romanization system in 1994 -- they have been published in 1991 and 1997.
