1. I believe you are correct. This may be the reason for the revision (2018) since the older one (2015) was confusing.

2. It seems that the note on the Diphthong is just a note.

Since diphthongs are double vowels, I assume they are used in the "Vowel" table in the "pish" (Farsi) and "peish" (Dari) rows?

The two diphthongs examples:

• حسین => Hosein (Dari and Farsi)
• خسرو => Khosro (Farsi) Khosrow (Dari)

I can set it for the default estimating that the case will be using "damma" like Nezamoddin , but this may fail also, I'd like to know, what about words in non-composite names like "السعودية" should it be normally As Su‘udiyah, or will it be different?, as I can see no clear example for such cases

Original question:

We have an additional question on the treatment of diphthongs stated in the revised document (2018).

In pages J-4 and J-10, there are the following notes on treatment of diphthongs:

J-4 Persian: ” Diphthongs: The diphthong such as in the name Hosein is written ei. Following the predominant lack of pronunciation of the ow diphthong in Farsi, this diphthong will not be represented (Khosro, not Khosrow). “

J-10 Dari: “ Diphthongs: Diphthongs are written ei and ow respectively: Hosein; Khosrow. ”

The two examples given are:

• Hosein (Dari and Farsi)
• Khosro (Farsi), Khosrow (Dari)

The transliteration tables however doesn’t seem to make it clear how the diphthongs are generated. For example, the “ow” of “Khosrow” does not seem to be generated from the table.

Answer:

For our purposes, we romanize those dipthongs as "ey" and "ow", which has been to maintain the standard and also the ability to reverse transliterate.

و - as a dipthong is transliterated as "ū" or "ow". ("ow" and not"ō")”

سیٌد Seyyed میدان Meydān فردوسی Ferdowsī (if this was romanized "Ferdosī", we would reverse render it as فردسی) The "o" would suggest a short vowel, not represented in written script.
