Implement system `odni-ukr-cyrl-latn-2005` (Office of the Director Of National Intelligence Ukrainian Personal Names 2004 System #79

This issue is to implement the transliteration system of odni-ukr-cyrl-latn-2005.

This is separate from interscript/interscript-ruby#186 but we need to find the original spec to determine whether it is identical to the system in interscript/interscript-ruby#186 .

This system is referred in the GeoNames database as ukr_Cyrl2Latn_ODNI_2005, with the system title 'Office of the Director Of National Intelligence Ukrainian Personal Names 2004 System'.

Tests should rely on the data extracted for the ukr_Cyrl2Latn_ODNI_2005 system in https://github.com/riboseinc/geonames-transliteration-data :
