Double check BGN Japanese 1962 system #92

This spec was written later than bgn-jpn-Hrkt-Latn-1930 (as it includes post-1947 written forms).

This spec contains a long list of pre-reform combinations (e.g. あう and あふ for ō). Commonly used combinations are marked with an asterisk, and these obsolete combinations are not, indicating they are "rarely used", according to Note 5.

These rarely used combinations are absent in bgnpcgn-jpn-Hrkt-Latn-1976.

I will name the file bgn-jpn-Hrkt-Latn-1962 for now, following the date of this document.
