This issue is to implement the transliteration system of icao-mul-latn-latn-2015.

The specification of this system is defined in:

Doc 9303: Machine Readable Travel Documents, Part 3: Specifications Common to all MRTDs, Seventh Edition, 2015

Tests should rely on the sample data provided in the MRTD document.
