The official Nippon-siki can be found on the site of 日本のローマ字社 / Nippon-no-Rômazi-Sya, the publisher of the original scheme:
http://www.age.ne.jp/x/nrs/romazi_tuzurikata.html
The bibliographic data of it should be: 田中館愛橘(著). 理學協會雜誌を羅馬字にて發兌するの發議及び羅馬字用法意見. 理学協会雑誌. 第16巻, 1885年. (ja) (from: http://www.ab.cyberhome.ne.jp/~kaizu/roomazi/doc/index.html)
Nippon-siki has not been implemented. This was designed for pre-WW2 Japanese orthography.
