Implement Japanese `var-jpn-hrkt-latn-nippon` for Nippon-siki #97

Nippon-siki has not been implemented. This was designed for pre-WW2 Japanese orthography.

var-jpn-hrkt-latn-nippon Nippon-siki, which is an earlier version of Kunrei

The official Nippon-siki can be found on the site of 日本のローマ字社 / Nippon-no-Rômazi-Sya, the publisher of the original scheme:
