3 years ago I'm havin the same behaviour with the Twitch client on Manjaro KDE built with AUR.
I cannot lower Netflix volume under 100%. Well, actually I can, only while changing the level of the volume bar by mouse or by keyboard arrow keys. When I release the bar of keyboard it immediately goes to upmost level. I tried to open netflix from terminal. It gives this error repeatedly, but not synced with my volume changes:
