[uss_qualifier] scd auth: proper cleanup and check for scd and constraints test cases

While addressing #781 with #782 I found that the AuthenticationValidation scenario's cleanup logic was:

• not checking if the _scd_dss was available before using it to do scd related cleanups

• missing the relevant cleanup for constraints

  This PR addresses both issues.
