Build powershell script for protobuf building on windows #1

Technically the node script in 63d1e7976700380f089a0a5f1e4eb93525c26160 should work but windows seems to hate the ts generator executable. Not going to push this any farther, as protobufs won't update THAT often. Just going to check in generated files.
