In vue-i18n v10, tc and $tc are going to deprecated. vue-i18n has already published docs for breaking changes. https://vue-i18n.intlify.dev/guide/migration/breaking10.html#deprecate-tc-and-tc-for-legacy-api-mode

This rule supports migration.
