Some contacts not receiving the message(s) #52

For the messages sent out on March 11th, 16th and 19th, Loise Kwirica did not receive the message(s).

Workflow tests did not receive the messages on 16th and 19th as well.

Both contacts have been receiving messages consistently previously, as such it seems a number of contacts may not be receiving messages as well.

The two contacts are back to receiving messages. What was the issue and how can we troubleshoot/resolve the same if it comes up going forward?
