Data source visualization #74

Create ability to visualize a data source on the map once selected as the active partition

Once a data source is selected as the active data source, the user can view all the stats, facilities & jurisdictions of the active data source.

However, the visualization on the map is still not possible

The GIS widget is not picking up when new partitions have lat/lon but no GeoJSON. @justinlewis @nmceachen
