[RADA2B][PTP] PTP timestamps are off by a constant 1167609600 seconds on the RADA2B devices #65

When synchronizing with PTP the RADA2B devices consistently return a timestamp that needs to be adjusted by 1167609600 seconds in order to be in sync with the PTP master. The device is set to use a gPTP configuration.
