Moving cibuildwheel configuration to pyproject.toml #144

This allows to use cibuildwheel outside Github actions and makes it easier to test/modify the cibuildwheel configurations.

@pierreluctg thank you for this. I want to build libicsneo into the manylinux wheels also before I release these artifacts.
