RTAudio ROS Package Split #6

It might be nice to make this part of the package a standalone ROS wrapper for RTAudio / ROS fork for it.

It looks like the code is just added to this repo and tracked separately. At the very least, it'd be a good idea to submodule the real code so that you don't have that tracked separately.

It will make upgrading it a lot easier in the future if either of these things are done.

Yes, that was the original plan (as it used to be part of another, much larger repository), since rt_audioros does not have any dependencies on manyears* packages, and we had applications were rt_audio_ros was used without sound source localization.

They remained in the same repository for practical deployment issues at the time, but now they could obviously be in their own trees.
