First version with video conference widget #8

First iteration of a frontend Vue.js 3 app for teleoperation. It's actually only implementing a video conference tools and multiple endpoints for future widget.

Future widget planned:

Teleoperation tools;
Map tools.

This pull request can't be merge automatically because I restarted the project from scratch as I used Typescript with Vue Cli.
