Manually installed add-ons don't remain installed #502

Steps to reproduce the issue:
1. Run ZAP and install an add-on, "File" > "Load Add-on file...";
2. Restart ZAP;
3. Note that the add-on is no longer installed.

Remarks:
The help for the menu item "Load Add-on file..." says that the add-ons will 
remain installed until they are manually uninstalled.

ZAP Version:
Version 2.0.0.
