Enhance Spider to run on an unknown URL using API #522

The current behaviour of the Spider API is to not allow users to start a scan 
on a URL which has not been visited (it's not in the Sites tree). This posses a 
few problems to users interested in using the ZAP API to fully automate the 
testing process.

This behaviour should be changed to allow the spider to start scanning from an 
unknown URL.
