browse api - prompt window to enable

Tools -> browse API

Currently it says "You must enable the API before you can browse it"

Given that API is just a single tick box in tools->options, could we just add 
an query window saying "api is not enabled, would you like to enable it now"?

A simple change that would speed up the workflow.

Good point.
I'd actually like to have the API turned on by default.
I _think_ this is ok as by default we only listen on localhost.
