Available sites/hosts (in the footer panels) disappear when mode changed to "Safe"

Steps to reproduce the issue:
1. Run ZAP (and ensure that other mode than "Safe" is selected (first combo box 
of the main tool bar));
2. Access several sites;
3. Select the "Active Scan" tab and ensure that there are sites available (in 
the "Site" combo box);
4. Change the mode to "Safe", note that the "Site" combo box is now disabled as 
expected;
5. Change the mode back to other than "Safe" and check again the "Site" combo 
box. Note that there are no sites available.

Remarks:
The issue happens with the following footer panels:
 - "Active scan";
 - "Spider";
 - "Forced Browse";
 - "Port Scan".

ZAP Version:
Version 2.0.0 (and trunk r3020).
