Do not show the main pop up menu if it doesn't have visible pop up menu items

Steps to reproduce the issue:
1. Run ZAP;
2. Spider a site (or fuzz a request);
3. Right click inside the results table (or the fuzz table) to shown the main 
pop up menu;
4. Note that the main pop up menu is a small dark grey rectangle (see attached 
image empty_pop_up_menu.png).

Remarks:
When the main pop up menu doesn't have any menu item it shouldn't be shown as 
there's no menu item to select/choose (or show the pop up menu with a disabled 
pop up menu item that indicates that there's no options available?).

ZAP Version:
Version 2.0.0 (and trunk r3020).
