Scroll bar of alert text areas is always at the bottom

Steps to reproduce the issue:
1. Run ZAP;
2. Generate a request;
3. Select the request and choose "New Alert...";
4. Choose the alert "Buffer Overflow" and note that all the scroll bars (text 
areas "Description" and "Solution") are at the bottom;

Remarks:
The behaviour is a little annoying as each time an alert is selected the text 
areas are scrolled down which forces the user to scroll up to the top to read, 
from the beginning, the text.

ZAP Version:
Version 2.0.0 (and trunk r3059).
