What steps will reproduce the problem?
Start a scan via the API without first proxying any traffic or running a spider.
What is the expected output? What do you see instead?
I would expect the scan either to fail or to immediately reach 100%. Instead
the scan is triggered and the status always returns 0.
What version of the product are you using? On what operating system?
