Add extension point for data saved on ROMs.xml #256

It would be really handy to offer a way to have plugins be able to attach custom data on a per-ROM basis. For example, the jzIntvUI add-on should be able to offer a way to have per-ROM configuration beyond the generic "automagical" system currently in place.
