Scroll bar is not getting visible #699

Scroll bar is not getting visible after mouse pointer enters into content.

All default configurations are used.

Web Browser : Chrome Version 60.0.3112.113 (Official Build) (64-bit)

Same issue found on Nicescroll jQuery Plugin
