Is it possible to have a "sticky" horizontal scrollbar at the bottom of the screen? #734

I have an IFRAME with a lot of content. I want to allow the user to scroll horizontally without having to scroll all the way down. I mean a "floating" scrollbar that "sticks" to the bottom of the visible screen . Is it possible to achieve and how?
