Nice Scroll not working in android chrome #777

I have a problem using nice scroll only in android chrome Version 69.0, i have cross tested in firefox it's perfect i'm facing only in chrome.

And next issue i'm using swipe the carousel function after including nicescroll it's stopped working. i was unable swipe the carousel in mobile.

can you able to get my point?

Corrected cache issue
