Fault when testing custom rules for webafrica http support

ull=1#post57680 it seems that when testing custom rules to determine whether 
webafrica's Steam server supports HTTP downloads or not, it's been possible to 
provoke a failure.

It looks as though at the very least the rule parsing needs work to ensure that 
trailing whitespace is trimmed before DNS-resolving the rule target, as well as 
determining the cause of the reported failure when the custom rule being tested 
did not have trailing whitespace.
