Steam games not downloading

What steps will reproduce the problem?
1.Starting the Limiter on start-up
2.Opening Steam
3.Attempting to download games

What is the expected output? What do you see instead?
The games should download unmetered, however the load bar does not go past 
creating local game caches then times out.

What version of the product are you using? On what operating system?
Both windows 7 and 8.1 have had the problem

Please provide any additional information below.
It was working fine initially, then began only for a couple of games, and now 
does not work for any games. My profile is for Telstra Bigpond and I live in 
Victoria, Australia, though I tried the download region NSW Telstra as well.

Telstra shutdown GameArena on 20th October. Unfortunately that means we'll no 
longer get unmetered downloads from Steam.

Same problems here games no longer downloading any data from ISP Internode SA 
If I deissable Steam Limiter I can get files but I have no idea if they are 
meterd or not

ISP Internode SA user here.
I am just confirming some of the posts here, it seems we are unable to download 
the new games but older games download just fine using steam limiter 0.7.1.0

I get this problem as well updating most if not almost all games in my Steam 
library. Using 0.7.1.0

Stopped working about 2 days ago. I thought it might be far cry 4 as the 
problem but it was very slow to download updates for old games. I get 10 mg 
chunks every 5 minutes or so.

ISP Internode here.
I fixed this issue by installing an old version of steam limiter (0.7.0.2) 
which has different filtering rules. When i monitor the IP addresses which are 
being used (through TCPview) I can see that most of them are for the approved 
internode IP addresses. It is easy to just close the bad connections again 
using TCPview.
Im downloading Far Cry 4 and It's finally working.
