Add PCR800 receiver #8

I've added receiving support for the PCR800 rain sensor. I've also fixed some English typos. ~I did not change the faulty file encoding (not UTF-8)~

EDIT: Fixed file encoding and the Cyrillic characters.

I've extend the PCR800 receiver by adding CRC8 checking also.
