Update for julia 1.0 #2

This updates this package for use with 0.7/1.0.

It also merges its contents with the version in PowerModelsAnnex so that one can be deleted once this package is registered: https://github.com/lanl-ansi/PowerModelsAnnex.jl/blob/master/src/frontend/units.jl
