Add use_reduced_vocabs option for faster setup

Description

Adds option use_reduced_vocabs. Off by default, this option is intended to reduce the time it takes to initialise the vocab indices.

Originally conceived for time saving at OR but may benefit others testing and also adds example of how to customise these that’s easy to find.

If happy with this I will do a PR to update the docs too.
