Communities admin page no links with + #2093

Describe the bug

When enabling featured communities, and going to the communities page, the navbar + button doesn't give me any option to create anything, as opposed to the OAI-PMH page.

I believe this is because communities can and should be created in the application, outside the admin panel. Then a link to that community creation page or no "+" would be less confusing.

Steps to Reproduce

  1. Go to https://127.0.0.1:5000/administration/communities?q=&l=list&p=1&s=10&sort=newest
  2. Click on top right plus button (see screenshots below)
  3. See nothing happening.

Expected behavior

Then a link to that community creation page or no "+" would be less confusing.
