migrate to use black as opinionated auto formater
add .git-blame-ignore-revs
fix docs compatibilty problem with Sphinx>=5.0.0
move check_manifest configuration to setup.cfg.
global: clean test infrastructure

I need some help here. i figured out that the change from flask-login 0.4.1 to 0.6.1 is the problem. in particular version 0.5.0 of flask-login has implemented the change that now leads to the error. this PR is the problem.

do we have such a function that is necessary there?
