migrate to flask babel #233

I did a force push to get the CI to re-run, but it looks like there is still something missing. I'll move this back to WIP.

setup.cfg needs to be modified to pick up invenio-i18n 2.0, but I don't know if that has any other impacts.

The problem is, that there is a upper pin of invenio-i18n. but v2.0.0 is necessary.

@kpsherva is it safe to remove that upper pin or is that going to cause chaos?
