Removing community in upload does not reflect privacy

Describe the bug

I'm uploading a file. I select a private community (so the record gets the private settings). Then, I remove the community, which should allow the record to be public again. However, the selection box for private or public does not appear in the page

Steps to Reproduce

1. There has to be a private community already existing.
2. Click on 'Upload'. Note that the box for selecting visibility settings appears
3. Select the private community. Note that the box for selecting visibility settings disappears, since the record is private.
4. Click on remote the community. The record is still private, and it can't be changed to public

Expected behavior

On step 4, the box to select the visibility settings should appear again.
