generator: campus user #6

Implement campus user system role (maybe in invenio-access) and the corresponding Generator. It might be done with some sort of IP treatment over user defined ranges.

Implement a generator that can enable the use of inveniosoftware/invenio-access#168

Note: This issue has been identified as a self-contained task that could be carried out by a partner.
