Body of the issue

Needs a manual workflow which performs the following steps:

Extract pending release notes from github API
Compile into a file and commit into the /docs/release-notes directory
Perform actual release step

This would ensure that the release notes are included and shipped with the product itself.

https://github.com/inventree/InvenTree/pull/5063 goes part of the way, by ensuring that the release notes are correctly referenced in the docs site on each release
