[BUG] - High-Efficiency Flap Pylons not enabling #1000

Describe the bug

Tried to enable High-Efficiency Flap Pylons from EFB with no success

Expected behaviour

Toggling the setting should change the Flap Pylons.

This functionality worked before version 0.39.0.

@arwasairl This behaviour wasn't changed on the CPP/WASM side. Is it possible the tag was lost during the art update?

@GenericNerd The new flap pylons were never textured to begin with, so they were disabled from export.
