I am assuming there is logic that describes this somewhere? The FCOM is very vague and describes the trigger as "deviation" from the selected altitude. So, when the altitude is moved away from the plane, it makes the sound. I agree this seems wrong, but I don't know the exact conditions.
I'm not deviating from the selected altitude if I'm pre selecting a new altitude and the plane holds the previously set altitude or does that sound wrong? I agree it's very vague the FCOM but a few lines of the alert from the KLM one: "The altitude alert system automatically alerts the flight crew that the aircraft is approaching the preselected altitude or that the aircraft is deviating from a preselected and acquired altitude."
Which also mentiones the preselected one, to the AA one which says nothing about the preselected altitude:
So going by pure logical thinking it would be weird hearing the chord when selecting a new altitude purely on the basis you're not deviating the previously set altitude unless it's within a thousand feet and the plane just happened to descent slightly hitting the trigger for the approaching altitude alert.

Steps to reproduce
Climb to let's say 2000 feet when reached selected altitude select new altitude and hear the alarm going off immediately upon changing the altitude on the FCP

For it to stay quite when selecting a new altitude
