Describe the bug

Speed and mode display don't flash when commanded speed can't be maintained

Expected behaviour

To flash alternately if the commanded speed cannot be maintained due to a subsequent selection of a vertical speed or flight path angle. That is, the speed is 10 knots fast of target and getting faster or 5 knots slow of target and getting slower. When the speed trend can be reversed, the flashing stops
