Navdata Incorrect for the EGRE1A STAR into HRYR/KGL

Describe the bug

The EGRE1A STAR into KGL has a constraint at UDBEN of 8000 or Above at Max 210kts. Per the FPLN page, it gave me a 330kts constraint at UDBEN.

Steps to reproduce

Insert the STAR via Lateral Revision R LSK.

Expected behaviour

Should show a speed constraint at UDBEN of 210kts

This may or may not be related to bug #1303 which I just put in yesterday. Again lacking proper speed constraint programming based on what is charted.
