I would like to see if you have any reference for this behaviour. The reference I do have says the following:
The main external power plug connects external power to the main aircraft buses. The galley external power plug connects external power to the galley buses.
From the sounds of that, it sounds like a GPU can be connected to two different plugs, and I am assuming that they would often connect to the main plug instead of the galley plug most times. For the moment, I'm hesitant to make changes since we have very little reference on how the galley works, but hopefully some more information can be provided :)
The galley bus power lights should illuminate off when there's only one power source available. So in the case of only one GPU is connected or only the APU is running they should illuminate off.

So you need either two GPU's, one GPU and an APU, or one engine and an APU running for instance to have the galley bus power off lights not illuminate.
