[BUG] - Captains DUs after cycling AC and DC 1 but ties (MD-EPS-11) #145

Describe the bug

In MANUAL ELEC mode, when pushing AC TIE 1 and DC TIE 1 button, all COs displays remain blank and only recover after cycling EMERG PWR switch

Steps to reproduce

Ground BAT ON Ground PWR ON ELEC SYS MANUAL AC TIE 1 OPEN DC TIE 1 OPEN AC TIE 1 CLOSED DC TIE 1 CLOSED (COs DUs should recover here) EMER PWR switch cycle to OFF then back to ARM

Expected behaviour

S/B COs DUs recover w/out cycling EMERG PWR switch

Not fixed in v0.42.01 Also now, the COs DUs do not blank with AC1 and DC1 ties open
