Describe the bug

In MANUAL ELEC mode, when pushing AC TIE 1 button, Left EMERG bus remains de-energized. Resets by cycling EMERG PWR switch

Steps to reproduce

Ground BAT ON Ground PWR ON ELEC SYS MANUAL AC TIE 1 OPEN AC TIE 1 CLOSED (left emergency bus should recover here) EMER PWR switch cycle

Expected behaviour

S/B EMERG PWR recovers w/out cycling
