Describe the bug

In MANUAL ELEC mode, when pushing AC TIE 3 button, FOs DUs remain operational

Steps to reproduce

Ground BAT ON Ground PWR ON ELEC SYS MANUAL AC TIE 3 OPEN

Expected behaviour

S/B FOs DUs blank, COs remain operational
