[BUG] - Hydrualic RMP's not supplying pressure from system 2-3 and then to 3-1 #1480

Describe the bug

The hydrualic RMPs are not supplying pressure from 2 -> 3 and then 3 - > 1 when the RMPs are turned on and system 2 has pressure

Steps to reproduce

Set Hydraulic system manual, turn on both RMPs, and then start engine #2: image

Expected behaviour

The RMPs are reversible and can pressurize in any direction, so in the above screenshot, 2 should be supplying 3 with pressure through RMP 2 - 3, then 3 should be supplying 1 pressure through RMP 1 - 3.
