It looks like the electrical switch does set between auto/manual even with no power, but there's no way to see which position the switch is currently in, both positions look the same to me.
EDIT: the fuel manual/auto also swaps, but the same above applies, you cannot see the switch position.

Describe the bug
When you press a manual switch, it should lock to the manual position, even if the switch doesn't have power. You should be able to tell what position the switch is in, even when the aircraft has no power
Expected behaviour
The manual describes this a few different ways:
From what I gather, if the system reverts to MANUAL in flight, the pilot must still set the switch to the manual position, it's not spring loaded or anything like that, but there are two distinct positions the switch should have. This is important for manual starting where selecting the manual air mode to disable the packs has to be done when the switch has no lights #1479
